Grain market of Ukraine: is it rather alive or dead?

Ukraine’s government did not cancel the wheat and barley export quotas as it was reported before. The quotas were expanded (wheat – from 200 to 1200 KMT, barley – from 400 to 900 KMT) and prolonged till July 1, 2008.
Sure, so sharp hesitations of the government makers we are able to explain only by the huge pressure exerted on the government from all sides. The government looks for compromises, but the grain market, farmers, traders, exporters again appeared to be the victim of the half-way decision. Their losses can be easily calculated, they amounts to billions of Hryvnyas.
