Approaches to the problem

The formation of a wheat pool was widely announced at the World Grain Forum 2009. The statements were made chiefly by government officials: Russia’s President and the Agriculture Ministers of Ukraine, Russia and Kazakhstan. Unfortunately, these statements were very general and did not cover the details of the proposed wheat pool.

For the first time, the possibility and expediency of creating such an association of the three major wheat exporting countries were mentioned as early as 2-3 years ago at the level of the national grain associations of Russia and Ukraine. Later, statements about a pool were given to the media from time to time, but no real steps were made.
