New excise stamps for alcohol, cigarettes will promote withdrawal of 7-10% of market from shadow - Klymenko


Introduction of new excise stamps for alcoholic and tobacco goods from September 1, 2013, will promote withdrawal of 7-10% of the market from the shadow.

Revenues and Duties Minister Oleksandr Klymenko has said about this at a briefing at the Cabinet on Wednesday, a Ukrinform correspondent reports.

“We see experience of the years of 2000, and we forecast reduction of the shadow sector by 7-10%, and these are additional revenues to the state budget. This is a step toward construction of the system, which will not allow counterfeit products to be realized on the Ukrainian market,” he said.

The Minister said that today, about 10% of alcoholic and tobacco goods fall under the schemes for manipulation with excise stamps and their forgery. Common schemes, when excise stamps for cigarettes without filter are glued onto a pack of cigarettes with filter and excise tax marks for wine are glued on the bottles with strong drinks. In addition, counterfeit stamps are affixed to illegal or counterfeit products. “Today, those innovations prevent such schemes in the future,” Klymenko stressed.

New excise stamps will differ by color depending on the country of origin (Ukraine or import) and alcohol content (wine or liquor). Cigarettes will have relevant marking about the filter.
