Ukraine making a step toward the launch of a biofuel market


According to the State Agency on Energy Efficiency and Energy Saving of Ukraine, a finalized draft law on the bioethanol and biodiesel market will shortly be submitted to Parliament for registration and consideration, reports UkrAgroConsult.

The Agency has drafted a law setting up a legal basis for stimulating production and use of bioethanol and biodiesel from Ukrainian raw materials.

The draft law suggests establishing a guaranteed market of bioethanol and biodiesel. For this purpose, it is necessary to determine a mandatory share of biocomponents in total motor fuel sales in Ukraine, in particular at least 3.4% (in energy terms) of bioethanol from July 1, 2018 and 4.8% (in energy terms) from July 1, 2019; at least 2.7% (in energy terms) of biodiesel from July 1, 2018.

In addition, the bill envisages keeping track of the content of biocomponents in motor fuel and liability for violation of the requirements.

According to the Agency’s Head Serhiy Savchuk, Ukraine’s potential of liquid biofuel production is 1 MMT a year.
