Ukraine. Parliament approved easier access for vessels to sailing under Ukraine’s flag


The Verkhovna Rada (Parliament) passed at first reading the draft law “On amending the Merchant Shipping Code of Ukraine.” The draft was designed to introduce state support for shipping development. This is to result in higher sea fleet tonnage under Ukraine’s flag, attract investments into shipping business and generally facilitate the improvement of the business climate in Ukraine, reports UkrAgroConsult.

Additionally, in practice the set restrictions result in bringing the navigation market to the shadows because ship-owners are forced to pick other nations’ flags for their ships.

The bill proposes granting the right of sailing under the national flag of Ukraine to a wider range of entities: all companies registered in the country, regardless of their ultimate owner, would be made eligible for this. In addition, it is proposed to cancel the requirement to foreign vessels to show a special permit for coastal shipping.
