Ukrainian sunflower meal to be exported to China

The Ag Ministry and AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China) have signed protocols of sanitary and phytosanitary requirements with regard to sunflower meal and beet cake exports from Ukraine to China, reports UkrAgroConsult.

China is a promising export destination for Ukraine’s oilseed sector. At the present time, the largest is the market of sunflower oil, where Ukrainian exports to China totaled some 584 KMT in MY 2016/17. In addition, exports included 53 KMT of soybean oil, 2.4 KMT of rapeseed oil and 20 KMT of soybeans.

Ukrainian producers will only be able to supply sunflower meal to China’s market after their plants get inspected by Chinese specialists, UkrOliyaProm Association reports.

Tentatively, the procedure of entering into the exporter list shall envisage the producer’s request to the local office of the State Consumer Protection Service to inspect the crushing facilities for compliance with the importer’s requirements. Then the inspection findings shall be sent to the Service and, in case of a clean opinion, the authority shall apply for putting the producer on the list of sunflower meal exporters to China. The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China decides on whether to enter the facility into the exporter list or to assign an additional inspection by Chinese specialists.
